Digital communication in Cuban organizations from the TOC perspective

Abstract
This article analyzes the physical and policy constraints that affecting digital communication in Cuban organizations, with an emphasis on the Holguín´s province. A longitudinal design with a descriptive-explanatory scope was applied. A structured questionnaire consisting of ten questions with a Likert scale was designed for this purpose. It was administered to a purposive sample of 15 organizations, selected based on sectoral representativeness and the possibility of generalizing the results to the province. The instrument evaluated technological resources, staff capacities, regulatory procedures, and digital content management. The results indicate that the constraints—insufficient technological infrastructure, limited financial resources, a lack of trained personnel, and the absence of policies, protocols, and indicators—function as an interconnected system that interacts with the Cuban socio-technological context. Financial and infrastructural precarity hinders sustained investment and the implementation of training systems; the lack of internal policies and evaluation criteria fragments efforts and makes replication difficult. Therefore, regulated sectors such as banking and security exhibit greater limitations, while tourism performs better. The design of the Current Reality Tree identified the absence of sustainable internal policies and scarce financial resources as root causes. Comprehensive solutions are required, including internal regulatory frameworks, sustained funding, process-oriented training, and actionable and sustainable metrics.
